Experience
Lawyer with 30 years of experience in public law, government, and senior management in public and corporate affairs, litigation, and legal advisory services in administrative proceedings before public authorities, regulation, public policy, contractual and non-contractual liability, and public and private procurement. He has experience in both the public and private sectors across sustainability, environment and natural resources, infrastructure, energy, mining, hydrocarbons, international cooperation, and urban and rural development.
He has served as Deputy Inspector General (Procurador Delegado) for Environmental, Mining–Energy, and Agrarian Affairs of Colombia; Secretary General and Head of Legal Affairs of the Regional Autonomous Corporation of Cundinamarca (CAR); Legal Deputy Director of Bogotá’s Administrative Department of the Environment (DAMA); and Deputy Director and Acting Director of Colombia’s National Natural Parks.
He is an arbitrator at the Arbitration Center of the Bogotá Chamber of Commerce (specialties: hydrocarbons, mining–energy, and administrative law) and has served as Associate Judge (Conjuez) of the Administrative Tribunal of Casanare.
Education
Law degree from Universidad Externado de Colombia. Master’s studies in Commercial and Investment Arbitration at the University of Alcalá; LL.M. in Human Rights at American University Washington College of Law; postgraduate specializations in Commercial Law at Universidad de los Andes and Constitutional Law at Pontificia Universidad Javeriana. He is currently pursuing a Ph.D. in Law at the National University of Mar del Plata and Specialization studies in Economy at Pontificia Universidad Javeriana. He has also completed the Diploma Program in Legal Foundations of Land Policy at the Lincoln Institute of Land Policy and the Energy Leaders Training Program of the World Energy Council.
Academic and Teaching Experience
He has served as adjunct professor, lecturer, and invited panelist at forums, congresses, seminars, and diploma, specialization, and master’s programs in Constitutional, Administrative, Environmental, and Urban Law at Universidad del Rosario, Universidad Sergio Arboleda, Universidad Externado de Colombia, Pontificia Universidad Javeriana, Universidad de los Andes, Universidad de Manizales, ICESI, EAN, and Pontificia Universidad Católica Madre y Maestra (Dominican Republic). He has also participated in programs and events at the Rodrigo Lara Bonilla Judicial School (Environmental Law Institute – GGGI), the Supreme Court of Justice, the Council of State, the Franco-Dominican Chamber of Commerce and Industry (CCI), the Conciliation and Arbitration Center of the Bogotá Chamber of Commerce, the Colombian Mining Association (ACM), the National Business Association of Colombia (ANDI), the Colombian Petroleum Association (ACP), ACOLGEN, ANDESCO, COREGULACIÓN, FENDIPETRÓLEO, GDIAM, SER Colombia, ASOCARS, the Colombian College of Administrative Lawyers, the OAS, CAF, Grupo Prisa, El Tiempo, the Office of the Comptroller General, the Ombudsman’s Office, and other academic and professional organizations, as well as national and international media outlets.
He is the author of academic writings, articles, and opinion columns in specialized publications and media, and a frequent invitee to academic and leadership events on legal and public policy matters related to environment and sustainability, mining–energy, agrarian affairs, infrastructure, urban development, regulation, liability, and public procurement.
Memberships and Recognitions
Founding member and member of the Board of Directors of the Colombian College of Administrative Lawyers; full member of the Colombian Institute of Procedural Law (ICDP); and member of the World Commission on Environmental Law (WCEL) of the International Union for Conservation of Nature (IUCN), including its Climate Change Specialist Group. He has served as Executive Director of the Center for Studies in Environmental Policy and Legislation of Colombia (CEPLAC); Director of the Public and Constitutional Law Chapter of the Center for Studies in Procedural Law (CEDEP); and Full Member and member of the Academic Commission of the Colombian Association of Mining and Petroleum Lawyers.
He has been nominated on two occasions as a candidate for Justice of the Council of State.
